The Trust Board

The YAS Trust board meets every two months. The public may attend these meetings, and the minutes of the board meetings are published in the Publications section of this site. 

The Board is legally responsible for the leadership, direction, control, and risk management of the Trust. Its main responsibilities include:

  • promoting the success of the Trust by directing and managing the organisation's affairs
  • active leadership of the Trust within a framework of prudent and effective controls which enable risk to be assessed and managed
  • setting the strategic aims of YAS, ensuring that the necessary financial and human resources are in place for the organisation to meet its objectives and review management performance
  • setting YAS's values and standards to ensure that its obligations to patients, the local community and the Secretary of State are understood and met.

The Trust Board is made up of the chairman, chief executive, five directors and six non-executive directors, one of which is a designate.

Ms Della M Cannings QPM

Della joined YAS on 10 May 2010.

  • Served for 32 years as a police officer in the Devon and Cornwall Constabulary, with Cleveland Police and North Yorkshire Police, as well as being the Senior Police Adviser at the Home Office.
  • Holder of the Queen's Police Medal.
  • Life member of the Association of Chief Police Officers.
  • A member of the Police Appeals Tribunals.
  • A member of the Lord Chancellor's Advisory Committee for West Yorkshire (Calderdale and Kirklees Sub Committee).

  • Harkness Fellow having undertaken a 15-month study tour of the USA on 'the police response to domestic violence'.

David Whiting

David joined Yorkshire Ambulance Service on 1 February 2011.

Key Facts

  • Chief Executive of Great Western Ambulance Service between April 2009 and January 2011.
  • Previously Director of Operations at East Midlands Ambulance Service.
  • Worked with the Healthcare Commission (now the Care Quality Commission) and the Department of Health supporting trusts throughout the implementation of the Call Connect response standards in 2007-09.
  • Registered paramedic with over 28 years’ experience in the ambulance service.
 

 

Yorkshire Ambulance Service Director of Finance - Rod Barnes

Rod Barnes

Rod joined YAS as Executive Director of Finance and Performance on 3 October 2011. He is responsible for finance, performance, contracting, business development, information, communication and technology, fleet, estates and procurement.

Key Facts

  • Previously Director of Finance at Great Western Ambulance Service (GWAS) for 18 months.
  • Worked as Director of Finance at the Royal National Hospital for Rheumatic Diseases NHS Foundation Trust in Bath and Deputy Director of Finance at Taunton and Somerset NHS Foundation Trust so he has extensive FT experience and working with Monitor (the FT regulator).
  • During the early part of his career he worked in Airedale and Harrogate hospitals so is familiar with Yorkshire.
  • Member of the Chartered Institute of Management Accountants.
  • Masters in Business Administration from the University of Bath.
    Yorkshire Ambulance Service Executive Director of Workforce and Strategy - Stephen Moir

    Deputy Chief Executive and Executive Director of Workforce and Strategy

    Stephen Moir

    Stephen joined YAS on 1 June 2011 as Executive Director of Workforce and Strategy, responsible for organisational strategy, human resources, organisational development, equality and diversity and workforce education, training and development.  Stephen is a non-voting member of the Board.

    • Extensive experience of working in senior management and human resources roles across the public sector.
    • Specialist in leading large scale organisational change and transformation programmes.
    • Prior to joining YAS was Corporate Director for People, Policy and Law at Cambridgeshire County Council.
    • Masters Degree in Personnel Management with Information Technology.
    • Fellowships with both the Chartered Institute of Personnel and Development and Chartered Management Institute.
    • A Past President of the Public Sector People Managers’ Association (PPMA).
    • Consistently listed as one of the most influential HR practitioners by his peers in industry rankings for a number of years.
    Yorkshire Ambulance Service Medical Director - Dr Alison Walker

    Dr Alison Walker

    Alison joined YAS from West Yorkshire Metropolitan Ambulance Service NHS Trust (WYMAS) where she was also Medical Director. Her role is split between working at YAS and The Mid Yorkshire Hospitals NHS Trust where she is a consultant in emergency medicine and pre-hospital care.

    Key Facts

    • Alison has also been Medical Director for the Yorkshire Air Ambulance since 2002
    • One of only 16 to join The National Health Foundation's Leadership Fellows Award scheme in 2006

    Steve Page

    Steve Page joined the YAS Executive Team in October 2009 as Director of Standards and Compliance.

    Key Facts

    • Over 25 years’ experience in the NHS.
    • Clinical background as a registered general nurse.
    • Spent nine years in Newcastle Upon Tyne Hospitals Trust, most recently as Assistant Director of Patient Services.
    • Spent four years working in the North East Strategic Health Authority as Deputy Director of Nursing and Strategic Head of Patient Safety.

    Richard Roxburgh

    Richard, of Ilkley, is a chartered management accountant with extensive financial and commercial experience.

    Pat Drake

    Pat, from Scammonden near Huddersfield, has extensive experience in the NHS from her role as the Assistant Chief Nurse at Bradford Teaching Hospitals NHS Foundation Trust.

    Anne Allen

    Director of Corporate Affairs and Trust Secretary

    Anne Allen

    Anne joined YAS in February 2012.

    Key Facts

    • Worked as a business consultant with Nuffield Health Group to develop their Board assurance and corporate governance arrangements.
    • Was the Director of Corporate Services at East Midlands Ambulance Service NHS Trust for 10 years (until 2009).
    • From 2004 - 2009 was the Chair of the National Ambulance Directors' Risk, Safety and Governance Group - policy and best practice advisors to the National Chief Executives' Forum, Department of Health, Health and Safety Executive.
    • MBA from Nottingham University Business School.
    • Chartered Fellow of both the Chartered Institute of Personnel and Development and the Chartered Management Institute.
    • Fellow of the Institute of Leadership & Management.
