Service Appoints New Non-Executive Director

ELAINE BOND has been appointed to serve on the Board of Yorkshire Ambulance Service NHS Trust as a Non-Executive Director.
The appointment was made by the Appointments Commission’s Health and Social Care Appointments Committee and runs from 5 June 2011 until 6 June 2015.
Elaine, pictured left, from Pool in Wharfedale in Leeds, has extensive commercial experience of developing strategies for major restructuring initiatives and improving efficiency in manufacturing, logistics and supply chains.
Before her appointment she was Group Operations Director at UK Greetings Ltd, a leading designer, manufacturer and supplier of greetings cards and related stationery products.
Ms Della Cannings QPM, Chairman of Yorkshire Ambulance Service, said: “I am delighted to welcome Elaine as a member of the Trust Board. I am confident that her skills and knowledge will be a great asset to us as we continue to develop our services for the benefit of patients and progress towards foundation trust status.

As members of the Trust Board, non-executive directors oversee the delivery of ambulance services for the local community and help ensure the best use of financial resources to maximise benefits for patients. They also contribute to plans to improve and develop services which meet the area's particular needs.
As residents of Yorkshire, the non-executive directors provide a crucial link between the Trust and local people and help to ensure that the interests of patients are well-represented when any decisions are taken by the Board.
Non-executive directors are expected to spend 2½ days a month working for the Trust and receive £6,096 remuneration per year which is the current rate for non-executive directors of NHS trusts.
The appointment has been made in accordance with the Office of the Commissioner for Public Appointments’ (OCPA) Code of Practice. All non-executive appointments are made on merit and political activity plays no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees’ political activity (if any declared) to be made public. Elaine Bond does not hold any other ministerial appointments and has no declared political activity within the last five years.
A non-executive director is accountable to the Secretary of State. They are expected to hold the executive to account, to use their skills and experience to help the board as it develops health strategies, and ensure the delivery of high quality services to patients. They are lay people drawn from the community served by the Trust.
The other YAS non-executive directors are Nina Wrightson, Roger Holmes CB, Richard Roxburgh and Patricia Drake; the Chairman is Ms Della Cannings QPM.
Yorkshire Ambulance Service covers almost 6,000 square miles of varied terrain from isolated moors and dales to urban areas, coastline and inner cities and provides 24-hour emergency and healthcare services to a population of more than five million people. The organisation receives an average of 1,900 urgent and emergency calls per day and employs over 4,000 staff.
The Appointments Commission is the independent organisation responsible, on behalf of the Secretary of State, for appointing chairs and non-executive directors to NHS organisations, including strategic health authorities, primary care trusts, ambulance trusts, mental health trusts and hospital trusts.
